How to appeal a NCP parking charge
NCP does not publish an online appeal portal that we could confirm, so the route printed on your notice is the one to use. Here is what to send, and what to do if they say no.

New rules announced October 2026
What the new parking rules mean for a NCP charge
A 10-minute grace period, charges cancelled for honest mistakes and £20 for slip-ups like a wrong registration. Here is what is changing, and when.
Read the new rulesTakes about two minutes. No account, no card, nothing stored.
What to write in the appeal box
Most appeal portals give you an empty text box and a button for photos. People tend to fill it with an apology and an explanation of their day. That is the part that loses appeals. Parking companies read "I am sorry, I was only a few minutes late" as an admission, and reject it.
What works is short, factual and a little dry. Say you are the registered keeper. Say you do not accept the charge is owed. Then list the reasons: the signs, the timings, the paperwork. Ask them to send you the evidence they rely on. That is it.
That is what the Voidly letter does. It picks the grounds that fit what you tell us, cites the right law, and leaves out anything that could be read as admitting who was driving.
Before you press submit
- 1
Copy the reference and registration exactly
One wrong character and the portal will not find your case, or the appeal lands on nobody's desk.
- 2
Appeal as the keeper
Say you are the registered keeper, not the driver, unless you have made a deliberate decision to name yourself.
- 3
Attach evidence, not just words
Photos of the signs from where you parked, a payment receipt or app screenshot, anything with a time on it. Evidence sent now carries more weight than evidence produced later.
- 4
Screenshot the confirmation
Portals do not always send a confirmation email. A dated screenshot proves you appealed inside the deadline.
- 5
Put a date in your diary
If you hear nothing in 28 days, chase it in writing. If they reject you, the clock starts again for POPLA.
If NCP says no
NCP belongs to the British Parking Association, so the next step is POPLA. The rejection letter must include a 10-digit POPLA verification code, and you have 28 days from the rejection to use it. It costs nothing.
POPLA looks at the paperwork on both sides. Operators often fail there because they cannot produce the landowner contract or clear photos of the signs. If NCP rejects you without a code, that is itself a breach of the Code of Practice and worth raising with the BPA.
The POPLA decision binds NCP. It does not bind you, so a loss at POPLA is not the end of the road if it ever went to court.
Grounds that work against NCP
The signs were inadequate
A charge on private land depends on a contract formed by clear signs. If they were too high, too small, hidden by trees or unlit at night, no contract was formed and no charge arises.
The Notice to Keeper came too late
Where no ticket was put on the windscreen, the Protection of Freedoms Act 2012 says the Notice to Keeper must reach you within 14 days. If it did not, the keeper cannot be held liable.
Two visits read as one stay
Entry and exit cameras can merge two separate visits into one long one. Ask for every timestamped image from that day, not a chosen pair.
Only a few minutes over
Operators must allow a grace period to read the signs on arrival and to leave at the end. A small overstay often sits inside that allowance.
No landowner authority
NCP must be able to show written authority from the landowner covering that date and those charges. A contract with a managing agent is not always enough.
Common questions
What is the official NCP appeal website?
We have not been able to confirm a public online appeal portal for NCP. Use the web address, email or postal address printed on your notice, because that is the route they have committed to on paper.
How long do I have to appeal a NCP parking charge?
28 days from the date on the notice. Many operators keep the reduced amount open if you appeal within the first 14 days, so the earlier the better. If NCP rejects you, you normally have another 28 days to take it to POPLA.
Is a NCP parking charge a fine?
No. NCP is a private company, not a council. Its Parking Charge Notice is an invoice for an alleged breach of contract, not a statutory penalty, and there are no points or criminal consequences. That matters, because a contract only exists if the signs at the site made the terms clear.
Should I say I was the driver?
Not unless you have decided to. For private parking, the registered keeper has no legal duty to name the driver. You can appeal as the keeper and leave the question of who was driving out of it entirely. Once you have said you were driving, you cannot take it back.
Do the new 2026 parking rules apply to my NCP charge?
The government's new Private Parking Code of Practice was laid before Parliament on 20 October 2026 and is not in force yet. Once it is, NCP will have to allow a 10-minute grace period at most sites, cancel charges for honest mistakes like a broken machine or a medical emergency, and cut charges to £20 for slip-ups like a wrong registration. Until then, appeal within the normal 28 days.
What happens if NCP rejects my appeal?
NCP is a member of the BPA, so a rejected appeal can go to POPLA. The rejection should include a verification code for this. The standard escalation is free for motorists and the decision binds NCP, but not you.

Voidly is an independent free tool and is not connected to NCP. It produces a draft letter to help you appeal and is not legal advice. Always check the letter and the deadline on your notice before sending. Web and postal addresses can change, so if your notice shows a different one, use that.
